The Manpower and Transmigration Minister Sent 208 of Paramedic to Japan

At least 208 the professional Indonesian guest workers were sent to Japan. They would be working in the hospital and the nursing home as a nurse or a caretaker. The dispatch of these Indonesian guest workers were done by the Manpower and Transmigration Minister, Erman Suparman.

It was the realization of agreement between Indonesia government and Japanese government in 2006. Erman said that the target of this project was 1000 Indonesian guest workers.

He said that there were many opportunities for the Indonesian guest workers to work in Japan, especially in the industry and agriculture field. He said that his party would be discussing this problem to Japanese government.

Meanwhile, Head of BNP2TKI, Jumhur Hidayat said that these Indonesian guest workers would be joining certification program for 6 months. If they pass this program, they would be having contract to work in Japan for 3 years. But if they failed, they would be sending back to Indonesia. All costs will be covered by Japanese government.

The Indonesian Guest Workers Lesbian Trend In Hong Kong

During the past few years, lesbian trend in Hong Kong became an epidemic. Many the Indonesian guest workers became lesbians. They did not feel shame to show off their affection in public. Many of them act like a man, with using tatter jeans and long t-shirt. They also smoked and walked like a boy. They ignored their ambience.

Most of the Indonesian guest workers who worked in Hong Kong were women. According to the data from Consulate General of Republic of Indonesia, the number of Indonesian guest workers almost 130 thousand people. Many of them worked in household as a maid.

This condition makes them easy to get on together. They usually spent their holiday on Sunday in Victoria Park, Causeway Bay. A part of them became a lesbian just because trend, and they still liked a man. Some of them admitted that they were still normally. They became a lesbian just because trend and no many man who worked in Hong Kong.

It will be better if Indonesian government take an action for trend of lesbian. This will affect Indonesia’s image in the worldwide perspective.

The Indonesian Guest Workers From Ngawi Died In Singapore

Suwarni, the Indonesian guest workers from Pakah village, Mantingan, Ngawi, East Java, died in Singapore. She was 25 years old. She died of falling from 9th floor of her apartment. The family of Suwarni said that they accepted the death of Suwarni defenselessly. But they demanded that the rights of suwarni to be fulfilled.

She departed to Singapore on May 2007. It was the first time for her to work as a migrant worker. She departed through PT Mutiara Putra Utama, one of the agencies in Sragen, Central Java.

When worked in Singapore, Suwarni contacted her family only once. She is the second child in her family. For her family, Suwarni is their life support, so the family hoped that the rights of her can be given to them.

Head of Placement of The Indonesian Guest Workers for Ngawi Regional, Sujipto, said that his party will help the family to take care of management to get her rights. He also said that his party will have coordination with the agency. Sujipto said that if Suwarni went to Singapore legally, he make sure that her family will get the rights.

Enslavement Practice Was Experienced By The Indonesian Guest Workers

The weakness of supervision and protection for the Indonesian guest workers from Indonesia government effected the case that similar with the slavery practice. Many migrant workers had experienced violence and sexual harassment.

The Human Right Watch (HRW) had been analyzing the treatment that was experienced by the migrant workers in Arab for 2 years, from December 2006 until March 2008. It founded the awkwardness and revealed the fact which was written in a book “Seolah Saya Bukan Manusia, Kesewenang-wenangan terhadap Pekerja Rumah Tangga Asia di Arab Saudi”.

If they had a good luck, the migrant workers would had good fieldwork in Arab. But in the other way, they would had a bad treatment from their employers. They would be hard done by their employer like a slave.

This fact was gotten by interviewed the 86 person of the migrant workers in Arab. HRW concluded that 36 person of the migrant workers had a bad treatment from their employer, such as trafficking, did not get the salary, and event they got hit by their employer.

Because of that, HRW played along with local LSM to persuade all element to more concern with fundamental rights of migrant workers. HRW hoped that the Indonesia and Arab government want to make some innovation in law to protect the migrant workers.

Indonesia Government Will Be Founding The Organization of Indonesian Guest Workers Supervision

The government will be founding the organization of Indonesian Guest Workers Supervision. This organization has task to supervise and control the Indonesian guest workers who worked at household. Head of BNP2TKI, Jumhur Hidayat said that this organization will supervise the Indonesian guest workers by phone. This organization will also calling the Indonesian guest workers one by one.

For the first step, his party will be founding this organization in Malaysia on July 2008. The supervision will be doing to 500 workers in Malaysia for the first 6 months since they work.

Jumhur hoped that with founding of this organization, his party could supervise the workers and their employers one by one. If the workers have some problem with their employers, this organization will be the mediator for them. But if the workers had the violence from their employer, this organization would take the action to protect the workers by pick them up from their employers.

He also said that they will be founding this organization in another countries, such as Arab and Oman. This organization will prepare the attorneys to accompany the workers to work in that countries. Indonesia government will prepare the attorneys to help them in law process.

One of the Indonesian guest workers who just arrived to Indonesia, Indra, said that the agencies in several countries exploited them by cut their salary. She also said that when she just arrived to Sukarno-Hatta airport, they had to pay the illegal retribution to the immigration officer.

Jumhur said that their party will take the action to the agencies which was exploited the workers by blacklist the agencies. About the service in terminal 3, Sukarno-Hatta airport, he said that now, there is no retribution Rp. 25.000 for the Indonesia guest workers who just arrive.

The Indonesian Guest Workers Who Were Sold to Iraq Were Believed Increase

The number of the Indonesian guest workers who were sold to Iraq were believed increase. They were not placed run with their contract, so they got troubled to back to Indonesia. Their family hoped that Indonesia government could helped them.

Head of Information and Documentation of Association of Indonesia Migrant Workers (SBMI), Jamaludin, said that the number of the Indonesian guest workers who were sold to Iraq were 16 people. But one of the Indonesian guest workers in Iraq said that the number of the Indonesian guest workers who were sold were 50 people.

The Indonesian guest workers who were sold to Iraq come from Brebes and Indramayu. They stayed in camp of Bruska Agency in Kurdistan, Iraq. In camp, they worked without received the salary.

According to Jamaludin, SBMI had asked to Department of Foreign Affairs about the solution of this case, but they still could not back to Indonesia. The International Organization for Migration (IOM) had negotiated to Bruska Agency, but the agency threatened to explode the Indonesian guest workers.

Jamaludin also said that Brebes government had to insist the Department of Foreign Affairs to help the Indonesian guest worked who were trapped in Iraq to go back to Indonesia. It was because Iraq was the conflict area and it was dangerous for them.

Kiki (27), sister of Supriyatin (26), one of the Indonesia guest workers who was sold to Iraq said that she had the last contact with her sister was on 7th June. Her sister said that the number of Indonesian guest workers more increasingly. Kiki hoped her sister could went back to Indonesia safely.

The Indonesian Guest Worker From Cilacap Was Crashed in Hongkong

One of The Indonesian guest workers from Cilacap, Ngadikem (29) died in Hongkong. She got hit by car and died when she was taking the children of her employer to school. Head of Manpower Department of Consulate General of Indonesia, Yolvis, said that Ngadikem was crashed on May, 26th 2008.

He said, that it happened when she was crossing the traffic lights. She saw the bus stopped, so she thought that it was red lamp. But suddenly, the car move quickly to her with the high speed and then crashed her.

Yolvis said that the local police did not permit them to brought Ngadikem’s dead body to Indonesia as soon because it had to autopsy first. Her dead body could send back to Indonesia on 10th June.

The victim would got her rights such as insurance, and her salary from her employer. But before that, the family had to prepare the documents which was needed. Ngadikem had been working for five years in the same employer, but she departed to Hongkong trough three different agencies.

Her employer had given her family some money as the condolences. Ngadikem was the first children of her family. She was buried in her village.

The Deportation of Indonesian Guest Workers From Serawak Is Increasing

According to the data from National Commission of Human Rights (Komnas HAM) for West Kalimantan, the number of the deportation of Indonesian guest workers from Serawak, Malaysia, is increasing in three years.

In 2007, the number of the Indonesian guest workers deported from Serawak was 2.493 people. It was higher than the number of the deportation in 2006, which was 1.824 people.

The staff of National Commission of Human Right for Kalbar Regional, Padmi J. Candramidi, said that the Indonesian guest workers who were deported by Malaysia Government were illegal immigrant workers. It was because they did not have the legal documents from the immigration office or brought the documents with false identity.

According to Padmi, The consulate general of Indonesia in Malaysia recorded that in 2007, there was 284 case of violence and exploitation of Indonesia guest workers in Serawak. For the example, many Indonesian guest workers did not get their salary they deserve; they were also cheated by broker of Indonesian guest workers.

Head of National Commission of Human Right for West Kalimantan Regional, Achmad Husainie, said that the accumulation of the violation and violence was came from domestic problem. For the example, there was many the deception of identity, low education of the Indonesian guest workers, and illegal livies.

Four Indonesian Guest Workers From Tegal Were Being Taken As Hostages

Four Indonesian guest workers from Tegal were reported that they were being taken as hostages by one of a group of separatist in Somalia. They were Daimun (37), Sayoto (31), Slamet Riyadi (26), and Said Basyar (45). They worked as a ship crew of Asman I from Oman.

They departed to Oman not trough over Indonesia manpower agency. So far, Said and Sayoto had experienced to work as a ship crew in Oman, so they had become accustomed to work in Oman illegally. They got the consignment of ticket from the owner of the ship.

Sayoto’s wife, Erni, said that commonly, her husband worked in Oman just 1 year. He should had come back to Indonesia on March, but on 21st January this year, her husband told her that he was being taken as hostage by separatist from Somalia in the middle of sea. She also said that this separatist asked for the compensation money, but she did not know how much money they asked for.

Indonesian manpower escort staff of Labour and Transmigration Department for Tegal Region, Darmanto, said that they are investigating this case now. He had asked for help from the Department of Foreign Affairs. Erni hope that her husband could come home safely.

Departed without The Document From Karimun

Even though Malaysia Government had determined the rule of illegal immigrant workers, it did not make the Indonesian guest workers feel afraid to work in Malaysia without legal documents. The punishment for illegal immigrant workers in Malaysia was flagellant. At least 180 guest workers were carried by broker to ship that served nine trips per day from International Harbour, Tanjung Balai Karimun.

Head of Supervision and Development of Manpower Department for Karimun Regional, Syafruddin, said that number of passenger who traveled to Malaysia was 450 people. Almost half of amount was illegal Indonesian guest workers. In fact, Syafruddin just issued 20 letters of dispatch recommendation in that day.

He also said, that they could not take measures for the action of the brokers. The brokers practice were being covered by dirty authorities. There was still black networking which abused Karimun Port route. It was Indonesia manpower legal agencies. Many agencies reduced the number of Indonesian guest workers who would be dispatched in the report.

The agencies did it to get more profit. For this case, Indonesia manpower department for Karimun Regional will take measures. They will repeal license of the agencies.
